ENGR. EDUARDO EDDIE G. GUILLEN
The Guiding Administrator of the National Irrigation Administration
With vast knowledge and experiences in the fields of public service, engineering and construction management, agriculture, and a lot more, President Ferdinand R. Marcos, Jr. appointed Engr. Eduardo Eddie G. Guillen as the 27th Administrator of the National Irrigation Administration (NIA) on December 9, 2022.
A true-blooded Ilocano, he was born and raised in the town of Piddig, Ilocos Norte by his parents who are both farmers. He is a Mapúan Civil Engineer who values education. After finishing the degree of Bachelor of Science in Civil Engineering at the Mapua Institute of Technology in 1987, he studied Strategic Business Economics Program (SBEP) at the University of Asia and the Pacific in 2015.
In 2017, he became a scholar of Taipei Economic and Cultural Office – International Cooperation and Development Fund (TECO-ICDF) wherein he studied value-adding on agricultural products. As a licensed civil engineer, he served as a Local Government Unit (LGU) Consultant on Administration and Economic Enterprise Development and the Project Engineer of E. E. Salazar Construction.
Engr. Guillen has already been a public servant long before he became the NIA Administrator. He served as the Municipal Mayor of his hometown, not just once, but for three terms. Being first elected as Piddig Municipal Mayor in 2010, he was able to prove his vision for agricultural development – drawing inspiration and motivation from his parents who were both farmers of the locality.
Due to his exemplary public service and convergence efforts, his hometown was coined by the UP Center for Integrative and Development Studies (2020) as a model of new normal in agriculture and resilient agri-institutions. An advocate of empowering Micro, Small, and Medium Enterprises (MSMEs), he is the Proprietor of EG Guillen Builders.
As an incorruptible leader, a public servant, an agriculture expert, an inspirational speaker, a social welfare advocate, and a farmer, Engr. Guillen received numerous awards in public service, good local governance, and agricultural excellence. Notably, he was awarded as one of the 10 Outstanding Ilocanos in 2014.
With his proven expertise, he continues to bring NIA into greater heights by pioneering the NIA Rice Contract Farming Program, fast-tracking irrigation project implementation, promoting renewable energy development, and advocating #bayaNIAn efforts among irrigation and agricultural stakeholders.
